R-454B vs. R-410A: What Florida Homeowners Should Know Before Replacing an AC

R-454B vs R-410A for a Florida home: what the EPA rule changed, whether your old system is still legal, and what to ask before you sign a quote.

You are replacing an air conditioner, the quote is already a big number, and there is a refrigerant on it you have never heard of. R-454B. The system in your yard says R-410A. Nobody explained the difference, so now you are guessing. Is the one you own about to be illegal? Is the new one safe? Are you being sold something you do not need?

Here is the short version. R-454B is what replaced R-410A in new home air conditioners. It cools your house the same way, and the switch was not your contractor's idea. It came from a federal rule. The system you already own is still legal, has no deadline on it, and can still be fixed and recharged. What changed, and when

All of this comes from the American Innovation and Manufacturing Act, a 2020 federal law. It tells the EPA to cut back on the refrigerants that trap the most heat.

In 2023 the EPA set a ceiling for new home systems. Starting January 1, 2025, a new system could not use a refrigerant rated 700 or higher on a scale called global warming potential, or GWP. GWP is one number for how much heat a gas traps compared to carbon dioxide.

On the EPA's own reference table, R-410A is 2,088. Well over the line. R-454B is 465 and R-32 is 675, both under it, so those are what the factories build now.

Then 2026 got messy. Contractors had new R-410A systems in the warehouse they could no longer install. At the same time they could not always get R-454B. The EPA points to a shortage memo in its own docket, where technicians could not find enough of it to charge the units they were putting in.

So the EPA gave part of it back. In a final rule published May 26, 2026 and effective July 27, 2026, it dropped the installation deadline for that leftover stock. There is one condition. Every part has to have been built in the United States or brought into the United States before January 1, 2025. Anything newer is still off limits for a new system, and the EPA says those parts carry a label reading "For servicing existing equipment only."

Why does that reach your driveway? Because a quote can come back cheap with R-410A on it. That can be completely legal. It can also be a problem. The build date is what decides, and the old stock is running out. Ask for that date in writing before you get excited about the number at the bottom.

R-454B vs. R-410A: the differences that reach your house

Most comparison charts online are written for technicians. Pressures, oils, glide. None of that changes anything you do. These are the rows that matter to you.

Now the part a table cannot tell you. R-454B does not cool better or worse. Comfort comes from the size of the system and the quality of the install, not from what is in the pipes. Price is the sore spot. Equipment got more expensive through the changeover, partly from the shortage above and partly because factories redesigned whole product lines at once. That is settling down as production catches up. The refrigerant itself is a small part of a system replacement, since a three ton home system holds only six to ten pounds of it. What "mildly flammable" actually means

This is the part that worries people, so here is a straight answer. Refrigerants get a safety class from ASHRAE Standard 34, which is the standard Florida's code points to. R-410A is A1. R-454B is A2L, and that is the one people ask about.

Read the letters one at a time. According to the International Code Council, A means lower toxicity, 2 means flammable, and L means low burning velocity, with flame spread under 10 centimeters per second. The Code Council calls A2L "the second-safest refrigerant category." Ten centimeters per second is slower than you walk. It also takes a heavy concentration plus a real spark before any of it burns.

The equipment does not lean on that alone. A2L systems come with a leak sensor built in. UL Solutions says that sensor usually acts within 15 seconds of reading 25 percent of the lower flammability limit. That is a quarter of the way to a mix that could burn. What it does is run the indoor fan and stir the air so nothing collects.

At home you would notice the indoor fan starting on its own, sometimes with a beep or a code on the thermostat. Do not go hunting for the leak. Shut the system off at the thermostat and call a licensed company. Refrigerant work is licensed work anyway, because the EPA requires Section 608 certification for anyone servicing equipment that can release refrigerant.

5 questions to ask before you sign an AC replacement quote

Every one of these has come up on a real quote we have been asked to look at. They take a minute to ask, and they are the difference between a clean job and an argument later.

  1. "Which refrigerant is this system, and can you put it on the quote?" R-454B, R-32, or leftover R-410A. It should be printed, not promised on the phone. A quote that never names the refrigerant is one you cannot compare to the quote next to it.
  2. "If it is R-410A, when was it built?" The plate on the outdoor unit carries the model and serial number, and the build date is in there. Installing it legally now depends on that date. Ask them to show you.
  3. "Are you reusing my copper line set, and how are you handling it?" The lines between the outdoor unit and the air handler still hold old oil. Every maker spells out whether its equipment allows reuse and what has to happen first. Get that answer before the crew arrives, not while your ceiling is open.
  4. "Where does the leak sensor go, and what happens when it trips?" A good installer answers this in ten seconds. A blank look tells you something about who is putting the system in.

What this means for the R-410A system you already own

Short answer: keep it. Nothing here makes an installed R-410A system illegal, and nothing forces you to replace it.

Parts and refrigerant are still made for it. The EPA says so in its questions and answers on the phasedown: "New components may also continue to be manufactured and imported to allow existing systems to be maintained for the length of their useful life." That is the line to remember the next time someone tells you your system is about to become a paperweight.

What is true is that less of it gets made every few years. The same page lays out the steps. The amount allowed to be made or brought in drops to 60 percent of the baseline through 2028, then 30 percent through 2033, then 20 percent for 2034 and 2035, and 15 percent from 2036 on. Less supply means a recharge on an older system costs more as the years pass. That is gradual, not sudden, and R-22 owners went through the same thing before you.

A four year old system with a bad capacitor is a repair. A twelve year old one facing a compressor replacement was already a replacement before anyone said the word refrigerant.

What Florida code asks of the installer

Florida settled this earlier than most states, which helps when the permit gets pulled.

The Florida Building Code, Mechanical, 8th Edition (2023) sorts refrigerants by ASHRAE Standard 34 in Section 1103.1. Section 1101.6 says a refrigeration system has to meet the code and ASHRAE Standard 15, the safety standard for these systems. When A2L equipment first showed up, that left a real question, because the code chapter and the standard did not agree.

Broward County's Board of Rules and Appeals asked for a ruling. The Florida Building Commission answered on August 13, 2024 in Declaratory Statement 2024-024. Build an A2L system to ASHRAE 15 and it meets the code's minimum, the Commission said. It also said the old limit table for A2 refrigerants in Chapter 11 does not apply to A2L at all.

In plain terms, your installer follows ASHRAE 15 and the maker's instructions. The job gets a permit and an inspection like any other replacement. FAQ

Will an R-454B system work with my existing ducts and thermostat?

Your ducts and your thermostat are fine. What has to change together is the outdoor unit and the indoor coil, because those two are matched at the factory and rated as a pair. Replacing only the outdoor half and leaving an old coil in place is the shortcut that causes trouble later.

Is R-32 the same thing as R-454B?

They are different refrigerants that landed in the same place. R-32 is a single refrigerant at 675, and R-454B is a blend at 465. Both are A2L and both sit under the EPA's limit of 700, so different brands picked different ones. Which one you get depends on the brand, not on your house.

Does any of this apply to a mini-split?

Will I have to replace an R-454B system again when the rules change?

Nothing in these rules makes you replace equipment that is already installed, and that has held true through every refrigerant change so far, including R-22.
